Stolen car/parts thread + stolen register sticky

I know it is not the nicest of topics, but with the recent state of thefts, it might be a good idea. My idea being:
- A dedicated 'Stolen' section where stolen cars and parts could be spoken about. This would include info on the car that would make identifying it as a whole, or parts easier.
- A sticky in that section that people can report cars/parts stolen in a central place. That would include VIN numbers, serial numbers, engine numbers etc. of what was in the car. It would make a good cross reference so if you are buying parts, you can check the register and see if the parts you are buying were stolen from a member, and maybe help track down who stole it in the first place.
As I said, it isn't the nicest of topics, but it would help us all as a community to watch each other's backs.
