Wax and Grease remover (Prepsol etc.) and a lot of patience.
Scrape the excess off with an old credit card or similar.
Under NO circumstances use a caramel wheel that coltA51 is refering to if the car is painted in acrylic lacquer or if the paint is really fresh, otherwise you will do more than scratch the paint. the heat generated by these will literally melt acrylic and will severely damage fresh 2 pack or enamel.

I know IPA (Isopropyl alcohol) removes silicone and is safe to use on SOME paint, it is 100% safe on powdercoat
it is used as a windscreen de-icer so im assuming its ok in small concentrations, though it is wise to always do a test patch when using any solvents on paint

silicone gets eaten by fuel aswell, so if you can get most of it off the petrol/solvent will slowly weaken the silicone and itll rub off by hand

have used it on old acrylic paint and it didnt stuff it up though it did leave some colour on the rag but i have had that happen with prepsol
though like i said ALWAYS do a test patch with ANY solvents
