Bumper Bar Rust

Im wondering if anyone can recommend what the best thing to do is to treat surface rust on the inside of bumperbars... the fronts are nice and clean and straight but i want to stop any further rust from happening on them

I have outlined and photographed what I did. Would post a link but can't from my smart phone.
