Is it okay to remove the viscous fan from the engine? A mate of mine seemed to reckon it provided some balancing but I'm skeptical about that.

Yea its fine to remove it, a lot of people remove them (me included) for lack of room to go thermal fans. As far as im aware there is no detrimental effect.
