I think you'll find a 1990 Galant has fuel injection shuggy.
So I don't think it will be the choke? They don't have one.

I'm out of my league here with fuel injected stuff so I'm sorry I can't help.
Maybe check your standard things like plugs and earthing connections. Dodgy connections can sometimes play havoc with things  , sorry can't give any better advice then that.

not sure but from memory they have a small cold start solenoid on the intake plenum and yeah if its not working it could play a part in your problem. I had a 1989 gsr galant around 2 years ago

Does the motor turn over at normal speed?..... Is the battery OK?...Does it fire at all?.... Cheap fuel?
More information needed...............Many possibilities

motor turns over strongly, battery is fine, I'm running it on unleaded premium. running the factory recommended heat range spark plugs.

What does the car actually do when trying to start? turn over normal speed and cough or just turn over? when it does burst into life do you need to keep cranking it until it fires fully? I think I have a wiring diagram somewhere here (although I have just moved so it might take me a little to find it). there are a number of things that could cause it but the temp sender is a common thing on this motor. Fuel pressure can play a part but this will usually show other symtoms as well.

Good Luck

Cheers
