Brake fluid absorbs water over time, once it cant absorb any more water you end up with water in your brakes and the pistons start rusting causing them to jam.
Sometimes you can use some very fine sandpaper to smooth off the rusty bits and grooves that end up in pistons so that they will seal up and move freely again.
This is why your supposed to put new brake fluid in every 24 months.
I wouldn't have even tried rebuilding wheel cylinders when you can get them for $15 brand new an just bang them in.
