Do the headlights work and do the lights on the dash come on when the ignition is turned on?

Just be careful, the US Starions have 2 different sizes of clutches and pressure plates for their wide block 4G54's. I found out the hard way after purchasing 2 of them. Usually low oil can also cause that problem.
Changing a timing chain isn't a big deal, as long as both chains use joining links.

Another 2 things to check,
1.) Cam lobes and rocker slippers. Make sure they aren't wearing down and/or badly scored.
2.) The top of the valves aren't mushrooming or wearing a groove in them.

Have helped a mate wire up a 2.6L, astron powered LC Lancer. He was using a cut and shut TR magna manifold and the Magna ECU/Wiring loom.
Wasn't all that difficult, took us less than 1 day to do.

What size engine is the turbo for?
For a 2.0L - 3.0L engine, these GARRETT VNT-25, Variable Geometry Turbos are very responsive.
